Summary: Add resource core-site during loading of
ozoneconfiguration

If users add the properties of ozone to core-site, then during loading of
OzoneConfiguration, it addsResource ozone-default.xml. This overrides the
properties of ozone which are added to core-site.
To avoid this kind of issue, we can addResource core-site.xml after
ozone-default.xml
