Description: For internal build, which have configured proxy for http,
acceptance test for recon will be affected. (was:
[https://github.com/eirslett/frontend-maven-plugin] used by Recon to install
pnpm incorrectly passes proxy parameters from maven settings. The frontend
maven plugin should ignore proxy for pnpm to avoid build failures when proxy is
configured.)
