## What changes were proposed in this pull request? Whenever there is a state change (OPEN -> CLOSING/CLOSED) while Recon is down, when it starts up again, it is not able to process reports for that container. ## What is the link to the Apache JIRA https://issues.apache.org/jira/browse/HDDS-4029 ## How was this patch tested?
