Description: Bucket space quota supports deleting spaceQuota. (was: update
spaceQuota should check the current quotaUsage：
1.If quotaUsage> new spaceQuota, updates are not allowed.
2.When updating spaceQuota, we need to update quotaUsage by getting the size of
all keys in the current volume.)
