Description:
In HDDS-3869 (Use different column families for datanode block and metadata),
there was a backward compatible change made in the Ozone datanode RocksDB. This
JIRA tracks the effort to use a "Layout Version" to track this change such that
it is NOT used before finalizing the cluster.
