Tim Heuer just published a blog post about multi targetting.

He covers some of the scenarios in this thread and I think it's good enough.
You coul dinstall the SL3 tools and build both SL2 and SL3 using a postbuild
action or build SL2 apps using MSBuild. You could also keep the SL2 tools
and install the SL3 developer runtime so you can consume SL3 apps. You will
be testing your SL2 app in SL3 quirks mode, which "behaves" like SL2
(@Stephen I think this is your scenario).
