I dealt with a similar issue last night, though it might be unrelated. I was using an InkCanvas, and seeing the same behaviour. After a quick look around i found that if the canvas is not in a mode that accepts gesture or ink based input no click events will be bubbled.
Again - probably unrelated, but I figured it was worth mentioning as a potential area of investigation. No time, as the problem is buried deep inside a gigantic mess of controls and infrastructure. As a workaround I manually raised an event on the click for the parent to listen to.
