You can't remove a file from a changeset, they represent an atomic checkin. Your only choice is to rollback that file to the previous version. You can do this manually by checking out the file. getting a specific version of the file before the changeset, and checking in (choosing to keep local changes when resolving the conflict). Alternatively, you can use the tfpt rollback command from the Team Foundation Power Tools.
