It's not possible to enforce rules based upon the state of other linked work 
items.  The work item rules can only refer to fields in the work item itself.

You could implement an extension that enforces/updates a User Story after the 
fact, but there's no easy way to prevent it from happening in the first place.

We use MSF Agile Methodology with TFS 2010
The requirement is to update the workflow of a user story to allow a  state 
transition based on the fields values of the corresponding list of tasks that 
come under that story.
