We are fresh off a learning curve climb for WiX. Wow. It is a breath of fresh air compared to VS setup projects. Anyway, WiX is free and integrates fine into TFS (it's another MSBuild build type and can be all command line driven). If you are willing to "pay" for WiX (it will cost you time but zero dollars) then you don't have to advise the client to buy a commercial license.
