I believe it is there for purely legacy reasons. These features were created when we first started moving the builds to using p2 and it was done in stages so we created some temp features (to build the agent and director, for instance) that was used as a step in the build process.
Since the process is more refined and defined now, we can probably look at moving real features to the appropriate location in the repository. I have opened https://bugs.eclipse.org/334656.
