There was a lot of work done in PDE/Build for 3.6 to move off the metadata 
generator.
There is a kind of compatibility layer that re-implements the 
metadata.generator's applications using the publisher.  I believe 
PDE/Build was changed to use the publisher this way to support 3.4 style 
releng setups that may still be around.

In theory, the metadata.generator was transparently replaceable, but we 
never fully pulled the trigger on the EclipseGenerator application.

Just to be sure, it's not being used anywhere in the SDK is it? (PDE/Build 
for example).
