There was a lot of work done in PDE/Build for 3.6 to move off the metadata generator. There is a kind of compatibility layer that re-implements the metadata.generator's applications using the publisher. I believe PDE/Build was changed to use the publisher this way to support 3.4 style releng setups that may still be around.
