I noticed that the core feature is missing the operations bundle. Since the feature is meant to be the easy to use entry point to headless p2 and the operations bundle is the easy to use API, it seems goofy that it is not included. I opened https://bugs.eclipse.org/bugs/show_bug.cgi?id=340060 and committed the changes.
