Hi Scott, I think this should work, there is more code that should be triggered to actually install the IUs that get created.
See org.eclipse.equinox.internal.p2.reconciler.dropins .Activator#synchronize. This calls ProfileSynchronizer to install the things it finds in the dropins repositories. Maybe you are seeing https://bugs.eclipse.org/bugs/show_bug.cgi?id=227547, this synchronization only happens once on startup.
