Thanks for inquiring. In eclipse parlance a CQ stands for "contribution 
questionnaire". This is another word for IP process :) In this particular case, 
as part of the rewrite of the equinox framework that is going to happen for the 
Luna release, the equinox team has requested the right to use the resolver of 
the Felix framework, and this CQ is about making sure that it is actually 
possible from a legal point of view (library license, pedigree, etc.).
The only way to make that stop is for Tom to provide the necessary answers 
and/or use the code :).
