I had the look at the code, and an interesting question to figure out for the future is whether p2 fails in case pack200 is missing, or does it just ignores it and do not produce/consume pack200 artifacts? (I'm not really expecting an answer here, just bringing the question for us to evaluate how much we need to anticipate that in p2)
