This is utter nonsense - like perpetual motion machines.

You can't generate power intelligently from a turbine on a vehicle in motion - the increased roll-resistance and the power loss involved in the energy generation is greater than the power generated.

Thus the car will go further without a fan on the front. Unless the laws of pysics are different in China.
