What is the role of the 'state' or public functions in a commons-centric
society?

I have argued for several years that one of the functions is to guarantee
'contributory equality', or equipotentiality, as the commons themselves are
no guarantee for overall equality.

French commoners are continuously innovating and fabricating concepts and
practices that are very often way beyond the anglo-saxon world, which gets
all the attention.

Here is another example, from 'author unknown' (Tetris ?); a marriage
between Ostrom and Sen, which gives us the 'commons of capabilities':
