Why would TCP be faster than UDP over a LAN for VoIP traffic?

I can't think why Skype would do that, unless maybe to use a stream cipher
for better encryption?

Yes, I agree. Apparently there is no good reason for that. But the fact is that, before version 2, Skype always used UDP. In some experiments with version 2.X, we noticed that when both peers have internal addresses, Skype always uses TCP. We had to configure valid address to have it sending UDP packets.
