Experience with the failings of stream ciphers that aren't wrapped with a
strong MAC and so are vulnerable to XOR-based attacks that leave the CRC
valid suggests that this isn't a good reason.

No argument there... Numerous applications (both LAN and WAN) can benefit
from unreliable delivery capability, and many can benefit from partially
reliable delivery, neither of which TCP can provide.
