Yes they do -- there is no way one wireless device can function for receiving packets on a channel it isn't on. So if it listens for Penumbra packets on channel X, it will miss WPA packets on channel Y (and be deassociated after a little while from the WPA network).

However, this is intended to work on multiple wireless devices, specifically USB2 sticks, bridging content on any wireless devices you have across to Penumbra users on any of the channels you are on. So if nobody close to you runs Penumbra on your wireless channel, and you can't move your wireless channel for your network, you can add a USB2 wifi stick and go on that way, Penumbra will then function on the channel the stick is set to AND your WPA channel.
