My understanding is yes, you can send from forged IP addresses, but you 
can't receive.  As a result, forging a real TCP connection (involving 
bidirectional communication) is truly impossible.  Am I mistaken?

It's like the US Postal Service: yes, you can write whatever return 
address you want on your envelope and send it from anywhere, but when 
they actually reply it'll only go to that address.  Unless that address 
is your real address (or if you're snooping in the middle), you won't 
get any reply.
