My understanding is yes, you can send from forged IP addresses, but you can't receive. As a result, forging a real TCP connection (involving bidirectional communication) is truly impossible. Am I mistaken? It's like the US Postal Service: yes, you can write whatever return address you want on your envelope and send it from anywhere, but when they actually reply it'll only go to that address.
