I have just submitted a new version of the ID-LOC draft. This version attempts to explain in much more detail how the ID-LOC scheme would be implemented. A lot of people who talked to us about the old version were very unclear and uncertain until we went through this explanation, at which point they said "I get it!". Hopefully this version will be clearer to new readers.
