IMO, a node may support several DHTs, however in most case an overlay may
only support one DHT only (not sure). So a node only has two choices: (1) if
it supports the DHT in the overlay configuration file, it can act as either
a peer or client (2) if it does not support the DHT in the overlay
configuration file, it can only act as a client
