WEll originally we had discussed just discussing a topic for a week and 
THEN voting. I think people tend to vote straight off the bat after giving 
their reasoning and this is leading to a lot of confusion.

I think it is OK to indicate your vote during the DISCUSSION phase, but I 
do think a distinct Call For Vote needs to be done after discussion of what 
the valid options should be that even require a vote with a specific 
subject header eg

[VOTE] [P5EE DATE STANDARD]
