Essa non oppone due stati nemici ma uno dei pi� potenti eserciti del mondo contro un popolo occupato. Giorno e notte, da mesi ormai, i territori sotto l'autorit� palestinese sono suddivisi ascacchiera e rastrellati dall'esercito israeliana. Sono stati moltiplicati i posti di frontiera, murati gli ingressi dei villaggi, si paralizza il flusso della popolazione, si creano ghetti e riserve dove non circolano pi� che carri armati e che sono sorvolati incessantemente dagli elicotteri dell'esercito. Ancora una volta si cede all'illusione dello strapotere delle armi, della distruzione totale dell'avversario, mentre non si fa altro che alimentare la spirale degli attentati ciechi e delle rappresaglie. Ancora una volta si ha la pretesa di garantire con la forza la sicurezza di alcuni mentre non si fa altro che stabilizzare la guerra di tutti contro tutti. Ancora una volta, l'illusione di ciascuno in casa propria, il miraggio dello Stato etnicamente puro, la folle logica dell'apartheid, su una terra tessuta di differenze ove non ci sono soltanto due verit�, due fedi e due popoli, ma moltissime lingue e culture. Di fronte all'aggravamento della situazione in Palestina, il Parlamento internazionale degli scrittori: - esprime la sua solidariet� verso tutte le popolazioni civili duramente toccate dal conflitto e chiede che queste popolazioni beneficino al pi� presto di una protezione internazionale sotto l'egida dell'ONU; - stima che la fine dell'occupazione militare e la ripresa dei negoziati sono gli unici mezzi per giungere ad una pace durevole; - conferisce mandato a una delegazione di scrittori (Russell Banks (USA), Wole Soyinka (Nigeria), Jos� Saramago (Portogallo), Breyten Breytenbach (Africa del Sud), Bei Dao (Cina), Juan Goytisolo (Spagna), Vincenzo Consolo (Italia), e Christian Salmon (Direttore esecutivo del PIS) che si recher� dal 24 al 29 marzo 2002 nei territori occupati e in Israele per incontrarvi scrittori e artisti palestinesi e israeliani nonch� rappresentanti dei movimenti civili che lottano per la pace e il dialogo culturale. - Fin da ora il PIS adotta le disposizioni necessarie per accogliere degli scrittori palestinesi come residenti nella rete delle Citt� Rifugio e apre il suo sito internet a tutti coloro che, in Israele e in Palestina, scrittori e artisti, desiderino organizzarsi e testimoniare. It is not a war between the armies of two enemy nations but between one of the most powerful armies in the world and an occupied nation. For months now, night and day, territories under Palestinian authority have been bisected by the Israeli army and check points have sprung up everywhere. The entry points to villages have been walled over, civilian population movement is paralyzed, ghettos and reservations are created, where only tanks patrol and helicopters over-fly the area on a permanent basis. Once again, we give in to the illusion of the complete power of military action, of the total destruction of the adversary, altough their use only gives rise to a spiral of blind violence and reprisals. Once again, we try to impose security of everybody through force, when all we are doing is making a permanent institution of war implicating everyone, against everyone. Again this illusion of one people and its homeland, the mirage of ethnically pure nations, the insane logic of apartheid in a place and a land whose very tissue speaks of diversity, where there are not only two truths, two beliefs, two peoples but rather a plethora of languages and cultures.
