Am using pacemaker-1.1.5-5 and I see about 21000 input files in the folder.
Does that mean this version by default has no such limits?

the cluster properties to limit them (more) are:
pe-error-series-max
pe-warn-series-max
pe-input-series-max
... newer Pacemaker has limits on warn (5000) and input (4000) pengine
files.
