Update Information:

**Version 2.8.3** - 2019-10-18  **Added**  -
[#85](https://github.com/zendframework/zend-modulemanager/pull/85) adds support
for PHP 7.3.  **Fixed**  - [#88](https://github.com/zendframework/zend-
modulemanager/pull/88) fixes   how cache files are created. Temporary file is
created first and when   completed it is renamed to target file. It prevents
from loading uncompleted   files.
