Updates stb_image_resize2 from 2.11 to 2.13
In version 2.13:
fixed a bug when using input callbacks
turned off simd for tiny-c
fixed some variables that should have been static
fixed a bug when calculating temp memory with resizes that exceed 2GB of
temp memory (very large resizes).
In version 2.12:
Fix STBIR__FREE_AND_CLEAR causing null reference member access
