Update Information:

Drop unused support for rustc-serialize and disable tests that depend on this
crate.
The RustcEncodable and RustcDecodable derive macros from the Rust standard
library have been deprecated since Rust 1.52, were soft-unstabilized, and
apparently dropped from Rust 1.86. This renders the support code in the rustc-
serialize crate obsolete.
