Update Information:

Update rust-blake3 and rust-b3sum to 1.8.2.
In rust-blake3, the std feature is dropped from the rayon feature.
In rust-b3sum, documentation in what_does_check_do.md is updated to describe \r
escaping, and of course the b3sum command-line tool is rebuilt with the latest
blake3.
