Update Information:

Update uv and python-uv-build to 0.8.4, and backport a patch for uv 0.8
compatibility to python-tox-uv 1.25.0. Update rust-indicatif and rust-console to
0.18.0 and 0.16.0, respectively; patch dependent packages to use these versions,
and update some License fields.
