Provides must be a special case. You can see that provides have different
versions. This should be ok.

perl(Authen::SASL::Perl::GSSAPI) = 0.05 perl(Authen::SASL::Perl::LOGIN) = 1.03

License file IS often missing in cpan packages. Authors of modules are happy
with short notice about "same as Perl" in code or on the main page.
