Pedantic correction:  Same licensing is not required.  Any acceptable free and
open source license is ok for Fedora.  Detailed list is  at

A major problem with EULA is that it breaks RPM's requirement of a non
interactive installation and is  in shaky grounds in a muti-user environment
since a license agreement if at all one is required should be prompted
post-installation on a per user basis.
