In Ruby world, there is typically no tarball available, so your package would be an exception. And as a last point, guidelines says "The Source of the package must be the full URL to the released Gem archive". Although you could use the "archive" word as a justification, I believe that this word is inappropriate in that sentence and I asked FPC to reword this formulation [1].
