Frankly, this is problem of anaconda and fedup. We have RPM specification which
defines Conflicts: so it's clear what's intended behaviour.

Pragmatically, I use Conflicts here and there when needed, I usually test the
transitions and I've never seen any problem. If there is Obsolete statement at
the same time, there will be obvious solution.
