It's just a poorly worded text for a generic check in fedora-review, which treats the fully-versioned dep as a "MUST" and only excludes -debuginfo subpackages. There are other exceptions, however: https://fedoraproject.org/wiki/Packaging:Guidelines#Requiring_Base_Package Documentation packages really need not depend on base packages.
