The files LICENSE and README should appear in both python2 and python3
versions. One can install them independently from each other, so the python3
package would remain without license declaration and basic docs. TODO.txt
should be added to the -docs subpackage.
Or another way for the docs: Move all doc files to the -docs package and mark
it as required by the python2 and python3 packages. This way the docs would be
always present, independently from which python version is used.
