This essentially creates a fork, which adds additional overhead, because you must sync your repo against upstream. This makes it harder for co-maintainers and proven packagers to update the package if the need ever arises, and fedora's goal is staying close to the upstream. The package is fine without a license file, even if we would prefer to have it.
