Official Firefox builds in Fedora are stand-alone builds now. So I guess the icecat package should not be based on xulrunner. Anyway, it may be also useful to check difference between Icecat and Firefox and ship just those ones. For instance, if the only changes are some extension, we can bundle them to an official Firefox package (say in icecat-extensions rpm) which would be much easier to maintain.
