I see no serious issue here. According to dependencies (comment #3), in Rawhide are ceph-0:0.72.2-2.fc21.src, ecl-0:13.5.1-3.fc20.src, firebird-0:2.5.2.26539.0-10.fc21.src and pulseaudio-0:5.0-3.fc21.src still requiring '*-static' subpackage. No package is requiring only '*-devel' (which would result in build-fail.
