That never happens *if* there is a proper SONAME, because then the -devel
subpkg automatically requires that one [-> Requires: libudt.so.0()(64bit)].

The case you refer to can happen with other packages (e.g. non-lib packages) or
no-SONAME libs - you know this one already:
