This should clear up the value of HOMEDIR:

"HOMEDIR should usually be a directory created and owned by the package, with
appropriately restrictive permissions. One good choice for the location of the
directory is the package's data directory in case it has one."

Since it doesn't have a data directory, the sharedstatedir seems right. It has
appropriately restrictive permissions.

I was wondering if it's worth adding a firewalld configuration file that will
enable users to easily enable/disable the port used by taskd?
