Please don't be so stubborn.

There is general agreement about explicitly requiring hicolor-icon-theme
package instead of _trying_ to "own" all used directories. See e.g.

One(/the?) reason why it's still not in the guidelines could be that the FPC
often expects a ticket to be opened and a guidelines change draft to be
attached before anything would happen at all.

And when that doesn't happen, an issue is forgotten, and nobody from the FPC
drives it forward "automatically" either.
