It's fine for two packages to own a directory: what it means is that as long as
either package is installed, the directory will be kept (it'll only be removed
if both packages are removed). I think it's the appropriate move here as there
isn't a natural dependency between the two packages.

So I'm gonna say this is APPROVED, assuming you go ahead and make the package
own the /usr/lib/systemd/system/system-update.target.wants directory on commit.
