Thanks for the review. AFAICT, that empty file is supposed to be there... it's
a touch file that indicates that the gem has been built. Apparently rubygems
has a lazy build system:

"Builds extensions for this platform if the gem has extensions listed and the
gem.build_complete file is missing."

However, to keep rpmlint happy, I added a build step to add a single newline to
the file if it exists. The rpmlint error is now gone on my system.
