Using a comment to declare the license on a spec file to be GPLv3+ is perfectly
acceptable. The intent of the FPCA is to provide a blanket default license for
all contributed works (including spec files) where the contributor does not
specify a license. Since you've specified a license, this does not apply. Your
choice of license (GPLv3+) is perfectly acceptable to Fedora.
