They are not owned by *any* package. Some ownerships on a real system happen by accidence, but there's no regular owner, see https://bugzilla.redhat.com/show_bug.cgi?id=1357974. It will be pulled in automatically by the main package, to avoid unexpected behavior when calling the help in the GUI. The advantages are, the -doc package is noarch, and it is easier to declare the license (CC-BY-SA).
