Thanks!  After I removed scl-utils and installed epel-rpm-macros, I could build
without having '%{!?_licensedir:%global license %%doc}'.  But, I wonder why
epel-6-x86_64 mockbuild worked with me before when I didn't have
epel-rpm-macros installed.
