IMHO, most of the bureaucratic issues came down to the strict no-bundling
policy and a few other issues that have since been reworked and "loosened".

Although in regard to the "foreign intellectual property", I can imagine you
are correct, but I can't speak for the legal team.

RPMFusion could be used to package this if legal rejects this, but with that
said, I would still think that a FlatPak would be the easiest option.
